I am about to pull the trigger on a 2006 Red MTS 620 just for an around town and commuter. The test ride left me feeling like I kept sliding into the tank and lots of weight on my hands/wrist. I am 6'4", #250 with 33" inseam. I noticed that the forks stick up 1/2" through the top tree. Is this normal or did the previous owner raise the fork legs?

That's the normal position for the forks.
I'm surprised about the weight on your hands & wrists. The riding position is pretty upright. Perhaps you have short arms for your height?
There are a lot of aftermarket bars available, so if you feel the riding position is off by a little bit, it will be easy to fix it. Do a search or look here:

Then again, if you're used to riding a cruiser or tourer, it might take some time to adapt.
