I'd say that is a nice looking bike. Check the service record is up to date, as this is important, though I see he says it has been serviced properly. I also see a Monster in the garage, so I'd say the man is an enthusiast, and they are the best kind of people to buy off.
The 1100S is a very fine bike. Virtually all of the niggles found in the earlier 1000DS have been fixed on that model: soft valve guides, dodgy fuel gauge etc. Very good news that he has had ethanol free gas in the tank. If you buy it, try to continue that. The dash on all models is prone to let water in, and that is an expensive hassle to sort out. If left outside in the rain, cover the dash with a shower cap or similar. On that point, check all the function lights are working on the dash. The jammed lock in the glove compartment can be fixed easily enough (probably!).
As for price it seems OK to a Brit, but I don't know the market in the USA.
I don't know your bike history, but I'm sure you will be delighted with the performance of the 1100S.

The seller is a forum member. He has sold some of the accessories from the bike recently here on marketplace. I bought a throttle lock from him. Seemed like a nice guy and very responsive. I think the price is very reasonable. I bought a '08 1100s with hard panniers for $8,000 last month.
